Selling page claimed item was in Dallas Texas. Confirmation email lists seller in Shanghai, China
Hello,
Did I get scammed purchasing an item? The selling page claimed the item was in Dallas Texas, but the confirmation email I received from the purchase listed the seller is located in Shanghai, China.
Will I have issues receiving my item?

You can file a not received refund request when it's one day past the last estimated delivery date.

If the item arrives and it's not as described or you wish to return it for any reason the seller can NOT require you to return the item to China. Item location is part of the description .
The seller will not be able to provide a valid return label since they are located in another country. If the seller shipped from the US they are not allowed to require a return to another country even for buyers remorse returns. Sellers are required to pay return shipping for not as described items no matter where they are located.

The seller then has the choice of sending you the money to pay return shipping to your PayPal account OR refunding you without a return of the item. Do NOT pay return shipping yourself and expect to be refunded for it after the item is returned even if an agent says to do this as eBay can not force a refund from the seller for more than the original sale price.
eBay may place the case on hold for 5 days if the seller chooses the PayPal option.
99% of the time a seller in another country will refund without a return of the item once you involve customer service.
If you do have to buy a shipping label with the money that the seller provided here's how to add the tracking to the case. It will have to ship Priority to have proof of delivery so make sure they give you enough $.
Returns to countries NOT on this list must ship via Priority Mail or you will not have tracking proof of delivery.>

If you do have to buy a return label with the funds the seller provided then you must enter the tracking number into the return request so you will have proof of the return.
Adding tracking to your return
Adding tracking details to your return helps protect against delays or issues in the refund process. If you use an eBay returns label, tracking details are automatically uploaded.
Here's how to add the tracking information to your return if you're using your own return shipping label:
Go to the return request in Purchase History.
Select the shipping carrier from the dropdown list. If you select Other, enter the carrier name.
Enter the tracking number.
Select Mark as sent.
