Selling other stores' goods...
Is a seller allowed to sell me an item from their "store" then they themselves place the order through Home Depot to have it delivered to me directly from Home Depot?

No, that's a violation of the drop ship policy
-- From my own personal experience:
Drop shipping, where you fulfill orders directly from a wholesale supplier, is allowed on eBay.
However, listing an item on eBay and then purchasing the item from another retailer or marketplace that ships directly to your customer is NOT allowed on eBay.
