I am a new seller. Can somebody tell me why I cannot list anything new or change prices on any of my current items.

All sellers have limits, both in $ and number of items. Your limit is a combination of sold this month plus currently active.
On your selling home page you should see 2 boxes towards the bottom of the page. One is your personal limit, used and available, the other is how many of the up to 250 fee-free insertions you have used. (The 250 is a maximum, subject to your personal limit.)
