selling limit
My ebay app states i can create 80 more listings but when i try, i receive an error message saying i have listed too many items. The AI chat window is zero help.

While you may have free insertions available, you also have a personal selling limit. This is a total of what you have sold plus active listings. Your selling limit is both number of items plus total dollar value. If the promotional box says 80 available, check your personal selling limit.
On your selling home page you should see 2 boxes. One will show you your personal limit with remaining $ and number of items. The other will show you "promotional offers" where you see how many of the 250 free insertions are still available.
If your personal limit allows it, you can use more than 250 insertions - you pay for extras at $.35 each. Your personal selling limit is what determine how many items and $ value you can list and sell.

I think after reviewing their history and their items listed, its a category limit they are encountering due to listing a lot of items after not selling anything for at least a year.

That is also a possibility, but generally quantity limits are very generous in sports cards. I only saw a handful of coins.
I think it might be the personal $ limit. All of his selling feedback is more than a year old, so there is probably a low $ limit on his account.

I see you have 164 listings active.
Its possible you have already used your available 250 listings this month, especially if you sold a lot of items, or canceled listings that were active to redo or relist them.
You can only list 250 items per month with a free account.
It is also possible you have too many listed in a particular category. I can't recall the specifics, but there are some categories where you can only list so many items in them per month.

Usually though this only applies to newer sellers, but your account is even older than mine. Unless you only started selling recently. Which according to your feedback, you haven't sold any in a while (since you have no feedback for any sales this year yet)
But you are selling baseball cards, so that may be it.
