Selling item but buyer cannot buy it

Question

Received a message from buyer regarding their inability to buy an item possibly because of a restriction on newer accounts buying items from me how do I turn that restriction off so they can continue buying the item from me?

You don't. Most such "restrictions" are simply the buyer running into eBay's buyer limit. You have no control over that.

The only possible one that you set would be to limit the number of items a buyer can purchase from you in a 10 day period (for which being in the lead on the auction counts towards the limit) whose effect you can limit to those with less than x feedback score--5 being the maximum. If you set that you did so deliberately, so why would you turn it off because it is working? If you have that set and that is the one s/he is running into (you can check on your Buyer Requirements Activity Log https://www.ebay.com/bmgt/blockedbuyeractivities ) you can exempt that particular buyer from the effect of ALL of your Buyer Requirements (a good reason the check the log before exempting them as they might be lying about which block) by adding the username to your Buyer Requirement Exemption Log https://www.ebay.com/bmgt/ExemptBuyers

Is your prospective buyer from a country you do not ship to? Brand new, 0 feedback buyers are not blocked. If the buyer is brand new, s/he probably doesn't have 2 unpaid strikes. Also, if you don't specify shipping, no one can bid/buy from that listing.
