Does ebay changes and lowers the price of items without knowledge of sellers? And Why shipping cost is so low that seller has to cover the shipping cost.

It is not possible for Ebay to change the price of an item that a seller charges.
The seller is the one to set the shipping charges by weighing & measuring the prepackaged item and using the Ebay shipping calculator to input the details in order to enter the correct shipping charges.
