I hav 42 of an item and a buyer wants to buy all of them but ebay will only allow him to buy 7. Does anyone know why?

Check your buyer requirements to make sure you are not limiting buyers to a certain number of items within a ten day period.

If necessary, change the setting and apply the changes to active listings.

If that is not the issue, the buyer may be running into an open transaction limit of some kind.
