Some one sent me a confirmation payment with a link and it said I needed to verify identity through the link they sent ia that a thing or getting hacked?

Do you have the eBay Item number (NOT the order number) off the listing?
If you purchase something for Local pick-up eBay issues you two items, a QR code and a 6-digit code. EITHER of those items are used to give to the Seller when you pick the item up. They help the Seller confirm that the pick-up part of the transaction was completed.

It does look like a QR code for Local pick-up as @glorybells stated.
Did you make a local pickup order? If not please share the item number or link to the listing.

Sellers do not confirm buyer payments.
Notice the statement "The purchase will not appear in "Purchase History" until the seller confirms it using their their phone camera".
