Selling
I am an eBay buyer, I would like to be a setter of eBay. I have no way to setup as seller. I set a listing, but it stated, my account limited.

Have you provided eBay with your SSN and bank account information? The name on your bank account has to match the name on your eBay account exactly: Getting paid for items you've sold | eBay
New Sellers will also have Selling limits until they establish themselves: Selling limits | eBay
The blue box on that page will advise you what your limits are.
