Sellers who "claim" to be located in New Jersey, but are in China!
Anyone out there thinking they are buying a product from New Jersey, only to realize it is coming from China? It is extremely deceptive. Then, to make matters worse, they use UNIUNI shipping and provide sketchy tracking. So, I call UNIUNI phone number and they tell you there's a 66 minute wait time to speak to a 'customer service agent. I then try to communicate through the chat box, which was not helpful at all either. My advice, verify the product you're purchasing is being shipped by USPS or UPS or FedEx. I would think this is a violation of eBay policies perhaps? These certain sellers are blatantly lying about their location.
Hopefully eBay, will put a stop to this deception!

Lying about the item location IS policy violation and you should report the seller using this form>

Then in the box say this : Seller lied about the item location. Seller stated the item was shipping from New Jersey but it is coming from China.
( add the item number)
Don't add more information as these reports are read by AI on the first go around.
Next your rights as a buyer are as follows>
You can file a item not received refund request when it is one day past the LAST estimated delivery date stated on your purchase history. 4 business days after filing the refund request Ask eBay to Step in and Help if the seller has not refunded you. eBay will then force a refund from the sellers account and the seller receives a well earned Defect on their account.
If you receive the item before the last estimated delivery date you can return it at the seller expense for being Not As Described, the item location is part of the description.
The seller will not be able to provide a valid return label since they are located in another country. If the seller shipped from the US they are not allowed to require a return to another country even for buyers remorse returns. Sellers are required to pay return shipping for not as described items no matter where they are located.

The reason "Doesn't Match photos and description"
Ask eBay to Step In from the case after 4 business days if the seller has not refunded or sent the money to your PayPal account to pay return shipping> https://www.ebay.com/help/buying/returns-refunds/ask-ebay-step-help-buyers?id=4701&st=
The seller then has the choice of sending you the money to pay return shipping to your PayPal account OR refunding you without a return of the item. Do NOT pay return shipping yourself and expect to be refunded for it after the item is returned even if an agent says to do this as eBay can not force a refund from the seller for more than the original sale price.
eBay may place the case on hold for 5 days if the seller chooses the PayPal option.
99% of the time a seller in another country will refund without a return of the item once you involve customer service.

If you do have to buy a return label with the funds the seller provided then you must enter the tracking number into the return request so you will have proof of the return.
Adding tracking to your return
Adding tracking details to your return helps protect against delays or issues in the refund process. If you use an eBay returns label, tracking details are automatically uploaded.
Here's how to add the tracking information to your return if you're using your own return shipping label:
Go to the return request in Purchase History.
Select the shipping carrier from the dropdown list. If you select Other, enter the carrier name.
Enter the tracking number.
Select Mark as sent.

Probably the best way to deal with sellers that misrepresent item location is to avoid them. The "US only" item location filter selects items that are listed as being in the United States; however, as you have seen, not every seller that lists items in the US ships from the US as they should.
Before ordering you should check the estimated delivery dates -- that is a good indication of how far away items actually ship from. Also, going to a seller's profile page or feedback page will tell you where the seller's account was registered. Although some overseas sellers do use US warehouses to ship their items (and some registered US-sellers may employ overseas drop-shippers), if a seller is registered overseas, that raises the likelihood of an item shipping from outside the US, particularly for multiple quantity commodity items. Checking seller feedback will often reveal if there are problems with long shipping times, canceled orders or other supply chain warning signs.
