sold shoes for $72.00 was charged a seller's fee of $12.40 or 17.2%
seller's fee for men's shoes should be 13.6% or $9.79 according to this chart:

shorted $ 2.61.
why to difference? Ebay?

Fees are based on the TOTAL amount of the buyer’s payment, which could include Item Price + Shipping + Tax.

Yes.
Your Buyer's Total Payment may also include some sales taxes, which eBay collects, using the sales tax percentage in effect at the zip code of the delivery address. If the buyer's state charges a fee for "road repair", that fee is also included in the Buyer's Total Payment. (Colorado and Minnesota both charge that kind of fee.)
