Sellers canceling auctions
Multiple times already I've had sellers close their auction because they weren't getting high enough. Is there nothing that can be done from the buyer's standard? Maybe allow an option for buyers to block certain sellers so that their time isn't wasted? Sellers have the option to do so to buyers; why not vis versa?

Your post is not very clear. Are you running into sellers who close their auctions before the end time, or cancelling wins?
A seller can end an auction up to 24 hours before it ends. Most experienced sellers will not do that however, because they know most experienced ebay members will bid just before an auction ends.
If the sellers whose auctions you bid on have a low feedback number and start the bidding at a very low price, they are likely a new seller or one who hasn't listed many items as auctions before. If they are new to selling it is likely they took ebay's bad advice to: Start auctions with a low bid price "To encourage bidding". which often does not work well for them. New sellers run into other issues as well at first, because of their inexperience.
Before bidding on or buying from any seller you need to check their feedback profile page. A new seller could have a fair number of feedback and a 100% rating, but all or mostly for buying not selling, at least in the last year. You probably want to avoid bidding on auctions or buying from new sellers.

A) How do you know this is why auctions are being ended?
B) There is no “blocked sellers list†because there is no need for such a list. Simply do not bid on the seller’s auctions if you feel this is what they are doing.
