seller won't ship or respond
4 full days, the item has not shipped plus seller won't respond to requests for shipping information. can I request a cancellation? Ordered on Thursday, March 12 at 9am EST. As of March 16, 12:12 pm seller has not shipped. Isn't there implied 2 day shipping time unless stated otherwise? The original posting showed USPS Advantage delivery by today. Can I cancel?

Really sorry that happened and while yes you can request a cancellation Sellers do not have to honor the request. If they are in a hard hit area from winter storm Iona they may not be able to respond or get their items shipped out.
Having said that , the date you want to keep an eye on is the original estimated delivery date. One day past that is when you can process a claim.
You are protected by the eBay Money Back Guarantee for 30 days from the latest estimated delivery date: eBay Money Back Guarantee policy
You can file a claim via the item in your Purchase History that you did not receive your item one day past the original estimated delivery date and up to 30 days after that. Follow the steps in the claim and they will lead to an eventual refund.
