Seller won’t cancel or refund an order
This seller had an issue with my refund and wouldn’t cancel my order or issue a refund.He has ignored all of my messages.

If the seller neither cancels nor ships, the day after the last estimated delivery date you can file an "item not received" case with eBay. The seller will have three business days to provide tracking that shows delivery or else refund you. If the seller does neither, at that point you can ask eBay to step in and force a refund.
