Seller will not send item or refund me
on 6/24 I ordered item 197053678608 stretch magic elastic beating cord for $7.50 From trending 53 order number 16–13234–35087. I did not receive the item. I messaged the seller. He told me that opened a dispute and to close the dispute and he would mail a second item. I foolishly did that. He never sent the second item. I asked him to send it again. He still did not. I Asked for a refund & left him a negative review. he told me he would refund me if I retracted my negative review. I’m not falling for that again. So I told him when I received my refund, I would rework it. He will not send me my refund. I cannot reopen the original dispute through eBay. I have tried to contact them a number of ways and nobody gets back to me. I would like my whopping $7.50 back from this man. I have a message trail. Nobody wants to help me. This man should not be allowed to sell items.
what can I do to get my refund back at this point?

As stated in response to your other post, there is nothing you can do through Ebay since you willingly closed the dispute. You cannot reopen it or start a new dispute.
Dispute the charge through the funding source you used to pay for the item.
