Seller will not cooperate with replacing a missing component

Hello, Is there a recourse for dealing with a seller that refuses to replace a missing wheel dolly caster? The caster is an unusual dimension that is not available through my local or mail order sources.

eBay can not force a seller to find a part for you, but they can make him take a return if the missing item was not described in the listing.

Go to your purchase history - select return this item. Under reason for return, select does not match the description, and follow the prompts.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he can not send a label, go to your case and click 'ask us to step in'.
