Seller was charged for adding a Buy It Now option -- how to cancel charge?

I bought from a seller. He put the item up without a buy it now at first, but then he cancelled it and changed it to have a Buy It Now. Ebay charged him about 12% of the price for the cancellation. How can he get the charge reversed? He's new to Ebay and doesn't know what to do.

If so, ebay charges a penalty equal to the FVF that would have been charged, How can he get the charge reversed? He's new to Ebay and doesn't know what to do.
