Seller wants to complete transaction outside eBay
I started a return and the seller agreed. However, in their message they tell me to ship to a different address than in eBay's return details. Also, they asked for my PayPal account so they can issue the refund there.
This doesn't feel right. Could it be some kind of scam?

When an official return is processed through eBay and a label is provided to you through eBay the tracking number on that label is YOUR protection for delivery back to the Seller's address. Once that tracking shows the Seller has the item back they have 2 days to refund you, if they don't you can ask eBay to step in and force the refund.
If all you are doing is working out the return through eBay messages you are at risk for NOT getting a refund. Some Sellers are not above lying to avoid having to pay a Buyer for a returned item.
You are protected by the eBay Money Back Guarantee for 30 days from the date of receipt: eBay Money Back Guarantee policy
Go to the item in your Purchase history and file a RETURN using the reason "Does not match pictures or description". eBay will issue you a pre-paid return shipping label regardless of the Seller's return policy. You return the item and the Seller will have 2 days to refund you. Failing that you go back to the claim and ask eBay to step in and force the refund.

It could be. Just reply to the seller that you will follow eBay's Buyer Protection process for the return.
Once the item is delivered to the address provided, if the seller doesn't refund, go back to the case and ask eBay to step in when eligible to do so.
