Seller underpaid on shipping
My item arrived today, and the post office says there will be postage due, but they are not sure how to handle it. I was charged for a 2#, regular size box, but the box was WAY oversized and weighed 11#, shipped Priority, zone 8. Dimensional weight would apply here, and from what I calculated the seller underpaid the shipping by a whopping $219!! Once the post office figures this out, who pays the difference? Thanks in advance.

Since it was not caught by the automated system, I think your PO is going to require you to pay it. Do not pay it unless the seller sends you the money to cover it - eBay can not force him to reimburse you if you pay it. You want him to send you the $ outside of eBay, not as a refund on your order, just in case it has to be returned. You and the seller can exchange contact info to use paypal, zelle, venmo, etc.
Message your seller and tell him you will refuse the delivery due to the postage due. It will be returned to him, and he will have to pay the postage due to get his item delivered. Plus he will have to send you a full refund.
You did not mention if the item is valuable enough to spend $200+ on shipping. If it isn't, he may choose to abandon the package at his PO, but still owes you a full refund.
If he will not send the $, ask your PO to refuse it for postage due. Then open a not received claim - go to your purchase history - select 'I haven't received it' and follow the prompts.
Then ask for a call from customer service and explain the refusal for postage due. They should close the claim in your favor with a full refund. (Postage due is the only reason you can refuse delivery and still be covered by the money back guarantee.)
