Seller told me to issue a refund

So i purchased something and a week later the guy messages me telling me to issue a refund.... but I dont know how to because it says I cant because the time hasn't passed. Is there any way to speed this up or I have to wait till the projected delivery date?

Said he didnt want to deal with it anymore, hes not a seller, etc...hes sorry. But he said to start a refund. But it's not the projected date so it won't let me. So do I have to wait? Is there anything he can do? Does ebay have humans to talk to?

Buyers cannot issue refunds. I do not know exactly what the sellers wants you to do. What exactly happened to cause this request?
