Seller states NO RETURNS
So lets say I buy a used iphone from this seller and he has exceptional ratings but my iphone arrives and it does not tur.n on or the batters does not work at all. But it stated and showed battery over 80%
Am I still able to get a refund from Ebay and return the item even though the seller clearly states no returns???

Regardless of a Seller's Return Policy you are covered by the eBay MBG: eBay Money Back Guarantee policy
No returns accepted works for a Remorse return but eBay has other return reasons that bypass that setting. For example, if the item arrives damaged or in your case it was sold as working, 80% battery, etc but what you received does not work. That is Not as described - does not match pictures or description. You file a claim via the item in your purchase history using that reason, does not match pictures or description. You will receive a pre paid label to the return the phone, the Seller will have 2 days to refund you, failing that you go back to the claim and ask eBay to step in and force the refund.
If the Seller tries to deny the return you can ask eBay to step in to force the return or refund.
