Seller shipped only 1 of 4 boxes. Claims he shipped full order and is asking eBay for final review.

Question

I purchased 4 boxes of coffee pods, each box containing 96 pods. I received 4 boxes, each box containing 24 pods. I contacted the seller. He texted back that I’d receive the other 3 boxes in 2-3 business days. After several days I began texting the seller, asking for a tracking number or any information. He stopped communication. I opened a case with eBay for a refund. I was told the seller has 3 days to respond. It’s day 4, so I checked the status of my case. The seller is claiming I received my order, and is requesting a final decision from eBay. I tried contacting eBay through email. After spending over an hour composing my text, when I sent it, I received a message saying we cannot process your text at this time. I’ll include 2 screenshots of my text to eBay

@eloliveson . You will loae a not received refund request because tracking shows delivery. Close this refund request and file a return request. File a not as described return request, missing parts or pieces. eBay can't make the seller send the missing pods but they can make the seller pay return shipping and refund you 100%. The seller can CHOOSE to send the missing pods but do NOT close the case unltil you have them or a refund. The case times out after 21 days so don't let the seller stall you. The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request for most categories AND 3 days for Trading Cards.
