Seller sent wrong item
Seller sent the wrong item. I agreed to return that item and seller agreed to refund my shipping costs. Once he received the wrong item, he would refund my shipping cost and send the correct item. The item was damaged in shipping. I filed a claim and eventually received compensation from the postal service. He is now refusing to reimburse me for the return shipping and send the correct item I purchased. So I am now out $121 after the postal service refund and have no item. Anything I can do?

Learn from the experience. This lesson cost you $121, that's pretty high tuition, but it is what it is. The correct action would have been to open a "item not as described" claim. The seller then can choose between (1) sending you a prepaid shipping label and refunding you when he receives the item, or (2) refunding you without the return. If the seller doesn't cooperate, then after a few days – a very few – you can "ask eBay to step in" and eBay will issue the refund, out of the seller's account of course.

Mentor1 year ago@radjdn180 Always file an official return request. Return the item with the eBay return label that the seller pays for. Get a refund. Then if you still wish to buy from the same seller again you can.
Sellers can not refund more than the original purchase and shipping cost.
