If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

You would use the process I provided for an item that is not as described. It doesn't matter whether the seller says he accepts returns or not - he WILL accept a return for an item not as described (or else refund without requiring a return), either voluntarily or by eBay enforcement. eBay's Money Back Guarantee overrides his "no returns" policy.
You need to select the reason that the item is not as described.
You have been more than helpful. Thank you so very much, I really appreciate it! I followed your excellent instructions and have initiated a formal request to return the item. The seller offered a partial refund, but since I don't want the item, I declined the offer.
