Or did the tracking number show delivery to someone else.
I need to know which happened to provide the appropriate next steps.

OP6 months agoThank you for your reply. I have contacted ebay customer service. They are going to help me. Here's the situation. My order was shipped with signature confirmation. USPS tracking showed order delivered. The signature was not me. I had USPS supply me with the name and delivery address which is not mine. I supplied all this information with ebay customer service. Due to the situation of the order marked as delivered I was not able to open an "item not delivered" claim. Ebay customer service opened the "item not delivered" claim for me. Scammers

OK, that's a fake tracking number situation.
If customer service is helping, great, if not come back here and I'll suggest more steps.
