Seller Scam - How to tell eBay???

I have been on eBay for 22 years with 100% positive feedback. I had the very worst experience as a Buyer last week that I have ever had with a Seller. I bought a pair of designer sunglasses from her, Cost was about $230. When they arrived, the left sunglass lens was popped out of the frame. I contacted the Seller IMMEDIATELY, literally within minutes of the package arriving, and let her know. I requested a return label, which she sent. I packaged up the sunglasses and sent them back, with tracking info.
As soon as she knew I'd sent the sunglasses back she then started asking questions, such as 'was the packaging damaged' (no), and other questions. I told her that everything seemed fine, but when I opened up the bubble wrap inside the packaging, the lens was out. Since they were packaged carefully, I highly suspect that the lens had popped out before she shipped me the sunglasses and that she knew they were defective and were trying to unload them (they were used sunglasses by Loree Rodkin, who I happen to know personally, btw!).
After she had the tracking information for the return, she filed a claim against me with eBay, trying to keep my money while she knew she was getting the sunglasses back and would try to resell them again to another unsuspecting Buyer, AND trying to blame me for the damage.
Fortunately, eBay ruled in my favor and I did end up getting my money back.
However, the Seller immediately put these same sunglasses up for sale again, which is a scam, since they are defective.
The final kicker is that I left her a negative review. She requested that I change it, and I declined to change it. My negative review is still up on her reviews. In response to my review, which stated that the sunglasses arrived damaged with the lens popped out, she claimed that the sunglasses arrived back to her with the lens in, undamaged. This is untrue, unless the lens hopped back into the frame after I shipped the sunglasses back. So, to be blunt, she is lying and being dishonest, and tried to scam me, intending to keep my money AND the sunglasses I sent back to her. I sent the sunglasses back exactly as I found them, with the lens popped out, so she could see exactly how they arrived to me. I could have tried to pop the lens back in, but I didn't want to mess around and incur further damage and then be responsible. I also could have had the sunglasses repaired, but that would have been at my expense and I didn't want to spend more. Seller did not offer that option and to pay for repair. Had she done that, I likely would have accepted.
The Seller is intended to defraud another Buyer. How do I stop her from doing this? I would like to get her banned from eBay as she is dishonest and selling items fraudulently.
I am very, very upset by what occurred after 22 years on eBay and never having an experience as awful as this. I was terrified I'd be out the $230 and am lucky eBay closed the case in my favor and refunded my money. That's a lot of money for me, and it was a close call.
There is no longer a number to contact eBay. I tried the automated contact, and the automated customer service ended up giving me a screen which had me paying somehow for a JustAnswer attorney, which I was not interested in doing. I thought it was eBay help and was surprised I had been charged for a JustAnswer attorney. Then I had to seek a refund for that payment to JustAnswer, because the attorney couldn't get through to me. The whole thing got a bit crazy.
