seller scam
I purchased a coach bag. seller never shipped so I canceled after trying to communicate with her. she would not communicate with me. she messaged me tonight saying the carrier notified her that the package was lost so she will cancel and give a refund but no refund happened. I have been with ebay since 2008 and this was her first transaction. I have been scammed by this person. will ebay guarantee my refund?

The buyer can file an "item not received" case starting the day after the last estimated delivery date shown at the time of purchase, and then ask eBay to step in three business days later to force a refund if the seller does not refund voluntarily or provide tracking that shows delivery.
