Seller said he would combine shipping and did not - any recourse availanle?
Seller's listings did not indicate whether combined shipping was offered. I messaged him, and he said he would combine shipping. He said eBay would refund the excess. I waited for two weeks, but no refund. When I contacted him today, he said that he never combines shipping...directly contradicting what he'd said in TWO previous messages. Are eBay sellers just allowed to lie? I cannot find a way to report this situation, and the seller refuses to budge.
