As a seller who offers 30 day returns, do we have to pay all the shipping and ebay fees and return the full amount?

If the item is not as described, then yes, you refund in full and pay for the return shipping.
If the buyer wants to return for buyer's remorse reasons, then the buyer pays for return shipping (unless your return policy states that you do).
You receive a fee credit for the amount you refund the buyer.
