Seller refuses to ship. Underestimated shipping cost.

"Not my fault." T rue!! Follow the advice given by "jacbarcollectibles" above. Let your (non) seller take his or her punishment from eBay.

That is correct this is the sellers fault. Do not agree to cancel the purchase. Let them know that you expect to receive the item and then check your purchase history for the last expected delivery date. You can file an "Item not received" case one full day after this date (and up to 30 days) and the seller must prove with tracking that the item has been delivered or is moving through the shipping carriers system. If they cannot do this within three business days then go back to the case and "Ask eBay to step in" and they will force a refund.
