Seller Refuses to sell to a buyer
Recently I have offered to bid on an item (a marble) and the seller refused my bid. On another occasion with the same seller, I offered to pay his/her aking price and I was refused as a red banner came up announcing that I didn't meet his/her standards. I have been an eBay customer for many years and as an avid collector of everything from catalin tube radios to Montblanc fountain pens, to marbles, I have always paid immediately and I have never returned an item. So ... my question is DOES EBAY HAVE A POLICY AGAINST DISCRIMINATION?

A seller can also block specific classes of buyers, see the list of options at https://pages.ebay.com/services/buyandsell/biddermanagement.html
"Discrimination" in and of itself is not prohibited at all. Buyer are expected to be discriminating in who they buy from (that's why eBay makes Feedback Profiles available for all to examine and prohibits sellers from making their profiles "private"), and sellers have limited ability to discriminate against potential problem buyers.

Sellers don't accept or refuse bid .
Anyway sellers can block any one for any reason, there is no discrimination involved.
