Seller refuses to refund and made it so I cannot appeal decision or leave feedback
nexthomedesign listed an item as a Tub AND Shower Faucet set. Only the shower head came in the mail. When I asked for them to refund or make it right (even after 60days), they said, Sorry just send it back and they would give refund. When I tried to actually return the item, they said they would not do a return...so I asked for a refund, which they also refused... then made it so I could not appeal the return decision AND made it so I could not leave any feedback. The item I received was NOT what they described and they refused to make their mistake right - eBay has no recourse for the buyer once the seller has closed the return. This is extremely frustrating. Any ideas on how to get this resolved?

This is hard for me to fathom. The item was wrong right out of the mailing box, yet you waited two months before making contact with the seller. So casual about that, it must not have been considered very important. Okay, you bungled your opportunity to use the eBay money back guarantee, but all is not lost. You can call the customer service number on the back of the credit card you used to fund the payment, and ask to initiate a chargeback – use that word – for the payment. That's often successful, but it's not the slam dunk that the eBay "didn't match description" claim would have been. Good luck.

Ebay has a 30 day money back guarantee that protects buyers. The seller did NOT do anything to block you from being able to use that protection, you simply tried to late to use it so you could not open a claim. Feedback also has to be left within 60 days. So those are both Ebay rules, you seller did nothing to prevent you from opening a claim, filing feedback or an appeal. They as simply the rules.
I know it was frustrating for you. Just remember to be more timely in the future if you have issues with a transaction. It will turn out much better for you and a whole lot less frustration.

That was the seller. IDK if they caught how old your purchase was before they said that. But them saying they will refund you and then changing their mind isn't something you can do anything about. You just need to let this one go and move on.
For the future, remember you need to be far more current on taking care of issues having to do with internet purchases. It isn't just Ebay that wouldn't allow such a refund, there are many other sites that wouldn't after so much time has passed.
