Seller refused return and ebay closed with no appeal at all

I received a pair of NIke Air Force 1"s but after 10 days they fell apart, (i am 65 so very casual). The seller flatly refused the return in correspondence so I opened a return request stating that the "items were not fit for purpose and possibly fake". The return was refused by the seller I and had no other option offered from seller or ebay (ie no tabs or buttons to query refusal) and then found that "This case is closed and the decision is final and can't be appealed". If this is the case that I have been sold faulty or fake items from ebay then surely as I have read Ebay must have an obligation as I have seen "Money Back Guarantee".

Glad to hear you were helped by an agent, but normally it is not necessary to contact customer service directly.
If an item arrives but is not as described, or if it falls apart soon after arrival, the buyer can file a "not as described" return within thirty days.

If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in and force a refund.
A seller's "no return" policy only applies to "remorse" returns, not for items that are "not as described".
