Seller refunded and canceled order immediately after auction stating it’s broken or out of stock.
I won a auction and seller
immediately canceled my order stating the item is broken or out of stock. I have time stamps and screen shots that are from seconds after the auction ended. This seems to go against the rules of eBay. How can I get my item or report a seller??

The seller earned a defect on his account when he cancelled the order for being out of stock, so there is no need to report that. Unfortunately, there is no way to get the item now.
If he immediately relists the item however (particularly if it's at a higher starting bid), that's another story and you can report the seller for relisting instead of completing the sale here:
