seller refund to buyer

Please help. EBay articles and their chat assistant cannot answer my question or help with my problem. I am a seller trying to issue a partial refund to a buyer. I go to my sold items list, select the order/transaction as the eBay article tells me to do. They say that I am to next select "Send Refund" from the pulldown menu, but there is no "Send Refund" option! Why? Where is it? Can anyone help?

Has the buyer opened a return request? If so, you can not issue a refund from your sold orders list. If you have not accepted the return, go to the request and offer the partial refund. After the buyer accepts the offer you can go to the return and issue the refund.
