is this normal you pay for something then the seller goes on the site and sees people selling it for more so the seller cancels your order saying that it is out of stock and then relist

The "good news" is that the seller received a Defect on their account for canceling as out of stock. Defects seriously hurt a sellers account and can result in permanent suspension. Sellers that cancel like this usually don't know the damage they are doing to their account until it's too late.
