    Seller only gave partial refund.
                     

    My item could not be delivered to Guam and Global shipping program sent it back to the Seller. Ebay marked it as Delivered. Seller only gave a partial refund. He said shipping and tariff charge is supposed to be refunded by eBay. However, I can't find anywhere on the website or the app to request the rest of my refund. Please help me. Thanks.
