Seller offered partial refund for ripped torn old coat
Seller intercepted online with post office to stop it from being delivered to me and sent back to her. We agree a partial refund and I would take the coat as is and have repaired….. she told me the only way to give me the partial refund and coat back was to close the claim I opened.,,., now I’m out my money and coat! How can EBay help me?

Since you closed the "claim", it has been closed so Ebay cannot help you.
The seller lied to you. Never close a claim until you either have the item and are satisfied or a full refund.
File a dispute through Paypal or your credit card company.
