Seller offerd a parcel refund if i keep the item as i filed for return seller want me to close return 1st for him to credit my account and by ebay policy said if close the return ebay wouldn't help me to step in any future problem with the seller. And I can't get ebay to help now since there is an open return.

You are correct. Do not close the return. If you do, the seller will no longer be obligated to help/refund you (this is likely what the seller is hoping for).

The seller can issue you a partial refund at any time. When the seller does this, you will be notified and given the option to accept or decline that refund.

Accepting closes the case automatically. Declining moves the case along (for a full refund).

Stand resolute. Do not close the case before receiving the refund.
