Seller not shipping or messaging after 500$ purchase

Question

Bought a 500$ card on 2-26,waited over a week after nothing happened with it so I canceled order 3 days ago and says waiting on seller to respong,they have 0 feedback and 0 messages sent to me, Its a gift and I need a refund to buy another I dont know what to do,I did speak with a lady I couldn't understand well but did say policy 14 Times!! Need Help! Thx

Here is how to formally request a refund of your full payment:

1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase

- View Order Details

- Check the Estimated Delivery Date for your purchase, and

- Check the tracking for your purchase

When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):

(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)

You will be able to select whether you want the Item or a Refund
