Seller not responding
I purchased a volume of books one week ago. Straight away I received a tracking number but there has been no updates to it. It’s coming from the UK to the US. Originally I thought it was due to the package needing to make it to the US before any updates. After a full week, I contacted the seller twice now and have had no response. I really want this item and don’t want to cancel but it’s bad they aren’t even acknowledging me. They have a few bad reviews mentioning the same thing but they still have 99% rating.

You can't cancel the sale. You can file a not received refund request when the item is past due.
I know you want the books but eBay can't force the seller to ship, they can only make the seller refund you.
If your package is late arriving this is what you do to receive a refund:
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late. If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

4 business days after you file the refund request ask eBay to step in and help if the seller has not refunded you.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
