seller not honoring money back guarantee and I can't leave feedback or get a hold of ebay

Help!!!! I purchased a new electronic touch screen for my truck. PAID to have it installed. It's defective and doesn't work. Started a return. Seller won't agree to return unless I send a "video" of the screen not working and would have to pay to have it installed again. Every screen I try to contact Ebay, I keep getting the "technical difficulties try back later" or the screen just freezes up. Is my only option to contest through my credit card company? Also, while all this was going on, someone hacked my Ebay account, which happened a few years ago and I SWORE I would never buy anything on ebay again. Ugh.

You are covered by Ebay's 30 day Money Back Guarantee.

Go to your Purchase History, find the item, and under â€œMore actionsâ€ click on â€œReturn itemâ€ and select the reason for the return. â€œdefectiveâ€œ. Attach a photo.
The seller will have 3 business days to either accept the return and provide a prepaid return shipping label OR refund without having you return the item.
If they don't do either, you can go back to your Return Request details 4 business days after you filed the Request and ask Ebay to step in.
