Seller not honoring an auction and disappearing from ebay
So I won an auction on a pair of boots that I cannot find on any other app and they dont make this specific color anymore. I literally set my alarm for a half hour before it closed to make sure I was the highest bidder. It's been almost a month and they haven't been shipped. Not only that, the seller has disappeared altogether and wont answer messages or anything. My question is, do they allow sellers to do this and get away with it? Why hold an auction and then disappear altogether. It's a waste of everyone's time and to be quite frank, it's just a crappy thing to do. So do they just allow that seller to continue on without any consequences or do they actually restrict them from selling or give them any consequences at all? I know they're just boots, but I won them for my terminally ill family member that is 12 and told her she was getting them. So now I have to break her heart and I'm just extremely angry that the only people this seller's irresponsible action is going to affect is everyone but them.

Whether the seller "get[s] away with it" is entirely up to you.
A buyer has up to thirty days from the last estimated delivery date shown at the time of purchase to file an "item not received" claim with eBay. If the seller does not cooperate, after three business days the buyer can ask eBay step in and force a refund.
Why hold an auction and then disappear altogether.
It is possible that the seller never really had the boots at all, and was intending to drop-ship an order from another source -- a source which is likely now sold out since, as you indicate, the boots are no longer available.
You can avoid many issues entirely by choosing to only do business with experienced sellers that have a proven track record of delivering similar items as seen by examining the seller's feedback page, and by avoiding inexperienced sellers, sellers with patterns of negative feedback indicating serious problems, sellers that appear to be drop-shipping from another location or sellers with large gaps in the selling history or recent drastic changes of seller behavior.
