Seller not giving you what he posted in his auction.
Seller states in his Auction Heading - 2 eye glass frames for sale. Sends 1 and refuses to send the 2nd pair. Said there was a software mistake and that the Auction was for one pair.

Sounds more like a human mistake. eBay can't force him to send the 2nd pair, but they can force him to accept a return and give you a full refund.
Go to your purchase history - select 'return this item' , select 'does not match description' and follow the prompts. You can enter something like 'received only 1 of the 2 items included in the aution' in the comments.
The seller has 3 business days to provide a return shipping label, or a refund. If he doesn't, go to your case and click 'ask us to step in'.
