Seller not completing transaction
The seller sold me an item and sent the wrong one. Seller stated all returns ok. Sent item back for exchange. Seller said he sent item out. Tracking number says item is envelope size which is wrong. The envelope is lost in the postal service. I can't confirm if it was ever sent. Post office can't locate the envelope. Seller will say it's not his responsibility. How do I get my money back.

Did you open this return through a "Return Request"? or only by messaging with the seller?

You should open a Return Request. The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.

1) Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
2) If the seller requires a return and sends a prepaid label, then return a printout of your chats in a padded envelope or small box.
TIP: If it is more than 30 days and it is too late to open an eBay Return Request, then file a chargeback on paypal or your credit card. (But try the Return Request first)

OP1 year agoI had already returned the item. he said he was sending the correct item but it seems to be either lost in the mail or never really sent. I have a tracking number for a parcel size that does not match the description of the item

As I understand, you just mailed back the original item, you didn't open an eBay Return Case.
Since it was outside of a case, the 2nd package is moot. We are going to deal with the first item that arrived, but wasn't what it was supposed to be.
In order to get your money back now, I am advising you to open an eBay Return Case.
If the seller requires you to return something as part of the case, return a printout of your chats in a padded envelope or small box.
The seller is not a good seller, follow the process and you will get a refund.
