If you received an item that is not as shown in the listing, you would have up to 30 days from delivery to request a refund on eBay. eBay has a 30-day Money Back Guarantee for Buyer Purchase Protection.
If the Seller is not responding, go to that transaction in your Purchase History and open an Item Not as Described refund request. The Seller will have three business days to respond with either a prepaid return label or a refund. If they do not respond on time, on the 4th day, go back to your request and ask eBay to step in and force the refund.
Don't let the Seller string you along or convince you to close your request. But you need to open that request on eBay to start the refund process.
