hello why seller not accepting offer from me i contact him but no answer i try before also he said seller will not sell buyers that do not meet their requirements. Thanks

Do you get an error message when you try (and what does it say exactly), or is he simply not responding to your offers and lets them expire?

A seller can totally block any particular user from buying from him/her, can set up Buyer Requirements that block those who don't meet them, and/or can simply not respond to offers from a user or for that matter from anyone at all (many sellers do not want to use Best Offer but eBay forces it onto their listings). S/he is not required to give any reason for any of that (eBay should give the precise Buyer Requirement not met in the error message but the messages have tended to get vaguer over the years).
