Seller non-compliant to promised refund
We bought some boat tires that we received in May. We put them on our boat trailer and with less than 200 miles on each tire, each tire had a tread separation and were junk. I contacted the seller, explained what happened, provided a picture and he AGREED to give us a refund. That was August 7. I have sent the seller messages about when we might receive our refund and he has not replied to me since Aug. 7. I have tried to do a return through Ebay but when I enter the item #, it's not recognized, I'm guessing because it was past the return date. The automated HELP line is of no help to me since I can't get past the chat bot. My particular issue is not addressed in the HELP options. Can anyone give me ideas on how we might get this resolved? Unfortunately, the seller is in Hong Kong. I would appreciate your help.

eBay can only help within thirty days of the delivery or the last estimated delivery date.
You may still have recourse through your payment method. Many credit cards offer some protection for items that are not as described within six months of the date of purchase.
