You have 30 days from the estimated delivery date (the last day if you were given a range) you got from eBay when you paid (check your email for the "Order confirmation" from eBay which will have the date) to file for Item Not Received under eBay's Money Back Guarantee. After that you have to look to your payment source (if PayPal you have 180 days from payment; credit/debit cards and others will have their own deadlines). If you are still within the 30 days:
If you don't get a package from the seller by the time the estimated delivery date you were given when you paid has fully passed, go to your Purchase History for that item, click the link for more options and select that you haven't received the item, then follow instructions from there. After that, if you haven't gotten the item as described or a full refund after 3 days (but before 21 days) from doing so go back and you should find a link to "Ask eBay to step in" to get your refund.
It’s probably too late to file an ‘Item not received’ dispute with eBay … so you will need to file one with either PayPal OR your credit card company. Do it NOW!
Since it has been more than 30 days from estimated date of delivery, Ebay cannot help you. File a dispute through Paypal or contact your credit card company.
Edited to add: It is essential to read a seller's feedback page before choosing to purchase from them.
