Seller Never Sent Item, Only Gave Partial Refund, Ebay closed my request for assistance
I've been using eBay since the late 90s, for personal selling & buying of items.
Recently encountered a possible loophole in eBay buyer support, that can be exploited by sellers. Or maybe I'm missing something.
Last month, seller didn't ship the item and after two weeks, sent me a message apologizing for the delay and assuring me it would be shipped out soon.
A week later, still no delivery of item. I wrote to the seller asking for an explanation. After receiving no reply from seller, I completed a request the next day for eBay support to get involved.
The following day I received a partial refund from seller (one third the amount I paid, plus tax). I wrote to the seller, telling him a partial refund is not acceptable because he never shipped me the item.
When I didn't hear back after a couple days, I attempted to notify eBay to get my full refund, but the eBay request for help on the item was "Closed".
It would appear the partial refund from the seller is what triggered eBay to close the matter, without contacting me (the buyer) to confirm the partial refund was acceptable. (I did not accept the partial refund.)
Seems like a nefarious seller could make a pretty good living on eBay by not shipping items and only giving partial refunds, which appears to turn off eBay's buyer support feature.
How can I get a message to eBay that this matter is not "Closed" ?
Thank you.
